1. Check the submission as a whole
The electronic register accepts PDF among other formats, with up to 20 files and filenames of at most 55 characters. The official web page sets a 25 MB total for the form and attachments. This is not a 25 MB allowance for each PDF. It does not give a universal page limit.
Use the instructions for your specific procedure to identify the supporting records needed. This guide helps with ordinary scans attached to a request or written communication; it does not determine which evidence your case requires.
2. Measure before converting or merging
Keep the originals and list the byte size of every attachment. Add the sizes together, including non-PDF files, and leave room for the form. Do not treat a rounded file-size label as an exact measurement. The official page does not define its MB-to-byte conversion; follow the live form if it reports a different allowance.
PDFMinto uses 1 MB = 1,000,000 bytes. For illustration, a 19 MB scan plus 8 MB of other attachments already totals 27 MB before the form. Reducing that scan toward 15 MB would leave more room, but this is a planning example, not a tested compression result or an official target.
3. Prepare readable ordinary scans
If your source pages are JPG or PNG, use Images to PDF, arrange them in order, correct rotation and inspect the download. Converting images can increase size. Keep an already compliant image if no PDF conversion is needed.
If several ordinary PDFs belong together, Merge PDF can reduce the file count. Merging does not reliably reduce bytes; keep separately requested categories separate. These browser tools process locally, with up to 40 inputs, 30 MB total and 200 PDF pages; images are limited to 24 megapixels each.
4. Compress only the oversized ordinary PDF
Open Compress PDF, select the scan and enter a custom target based on the remaining space in the whole submission. Start compression, download the result and check its actual bytes. Recalculate the total after every replacement.
Compression uploads the file to the server and supports inputs up to 30 MB and 200 pages. It may reduce image detail and may not reach your target. Do not process digitally signed, encrypted or interactive-form PDFs. Browser PDF tools also reject annotations and attachments. Keep protected records intact; do not rasterize them to bypass these restrictions.
5. Review and use the official fallback
Compare every output page with its original: page count, order, dates, amounts, stamps and small text. Do not remove required pages to fit. Check filenames and attachment count again, then review the upload in the official service yourself.
The official guide allows multiple submissions if everything cannot fit, with later submissions referencing the first. Follow the selected procedure and retain each receipt. File preparation cannot guarantee acceptance, replace authentication or fix a deadline problem.
Frequently asked questions
Must every attachment become PDF? No. The register accepts other formats; PDFMinto only supports its stated input types. Do not rename an unsupported file extension to PDF.
Does merging solve a total-size error? Usually not by itself. It addresses file count; measure the resulting bytes before deciding whether to compress.
Can I upload a signed PDF here to make it smaller? No. Preserve the original and consult the institution about an acceptable submission copy.
What if the result is still too large or unreadable? Keep the better original. Consider a clearer, more efficient source scan or the official multiple-submission route; do not keep lowering quality until details disappear.
