New Zealand Visa: Combine Document Pages into One PDF

Separate pages of a bank statement or supporting document? Prepare one readable PDF for Immigration Online, check its order and avoid confusing documents with visa photos.

Official file-format guidance checked on 13 September 2026. Follow the requirements shown in your own application. PDFMinto is independent and is not affiliated with Immigration New Zealand.

One document, one PDF: what the requirement means

Immigration New Zealand says uploaded documents must be PDFs, with the pages of each document together in a single file. Its example is a four-page bank statement: submit one file containing those pages, rather than four separate files. Avoid duplicate copies.

This does not mean combining every item in your application into one large PDF. Keep separate evidence categories distinct and follow the upload fields in your application. The public format guide does not set a universal file-size limit; check the limit in the specific field you are using.

Read the official file-format requirements

1. Gather and check the complete document

Start with the original document from the issuer when available. If you have separate scans, open every page and check for missing edges, unreadable text, glare and omitted reverse sides. Confirm that all required pages belong to the same document and reporting period.

Make a separate working copy. Do not change balances, dates, names or other evidence. A PDF tool can arrange files; it cannot certify a document, provide an official translation or determine which evidence your visa requires.

2. Merge pages that are already PDFs

Open Merge PDF, select at least two ordinary PDFs belonging to the same document, and arrange them in the intended order before merging. If each selected file contains several pages, it will contribute those pages as a group. Download the combined result.

Open the result and compare its page count with the total in your source files. Check the transition between files: a missing middle page or duplicated final page can be easy to overlook.

3. Convert JPG or PNG scans when needed

For pages saved as JPG or PNG, open Images to PDF. Select the pages, arrange their order and correct rotation in the preview. Choose pages fitted to the images or A4, then create and download the PDF. A4 adds a margin; the tool does not automatically crop or straighten a poorly captured scan.

This workflow is for scans of supporting documents. Keep the separate face-photo upload separate. INZ requires JPG/JPEG for application photographs, and those photographs have their own rules. Converting a portrait into a PDF is not a way to satisfy the photograph field.

4. Fix page order without losing evidence

If your material is already one PDF but its pages are out of order, use Organize PDF to preview, move and rotate pages. Keep every required page selected before exporting. Do not delete evidence merely to make the file smaller.

Submit the completed PDF file, not a ZIP of individual pages. The INZ guide warns that password-protected or compressed files will be rejected. It does not define that warning precisely, so this guide makes no claim that a particular recompression workflow is accepted. If size becomes a problem, check the current portal help or ask INZ before altering the document further.

5. Check the downloaded file before uploading

Open the exact downloaded PDF you plan to submit. Compare it with the originals page by page. Verify the sequence, page count, complete edges and readability of small print. For financial records, pay particular attention to dates, account identifiers and transaction columns.

Check the actual file size against the upload field. Combining pages or embedding images can increase size. Do not assume that a successful download means the portal will accept the file. If it is over the stated limit, pause and follow the portal instructions rather than splitting a required single document or omitting pages.

Choose the matching document field, upload the checked PDF and read the resulting status. Keep your source files and final copy. If the upload fails, preserve the error message for support; repeatedly merging the same file will not fix a portal or account problem.

Tool limits and handling of personal documents

Merge PDF, Images to PDF and Organize PDF work locally in your browser without uploading files. Local processing does not remove the need to protect the device or review what you submit. The separate PDFMinto compressor uses server processing and temporary private Blob storage; it is not part of this guide’s upload recommendation.

The local tools allow up to 40 input files and 30,000,000 input bytes in total, with at most 200 PDF pages; each input image is limited to 24 megapixels. Large inputs can also exceed your device’s available memory.

The PDF tools reject encrypted PDFs, digital signatures, interactive forms, annotations including link annotations, and attachments. Do not strip protections or print a digitally signed original to an image to force it through. Obtain a suitable original or ask the issuer or receiving institution for an accepted alternative. No OCR, certification or acceptance guarantee is provided.

Frequently asked questions

Should all my bank-statement pages be one file? Yes, the official guide uses a multi-page bank statement to illustrate one document in one PDF. Follow any additional instructions in your application.

Can I upload four images instead of making a PDF? For a document covered by the PDF rule, convert the pages to one PDF. The face-photo field is different and requires JPG/JPEG.

Can I rename a ZIP or JPG to .pdf? No. Changing an extension does not convert the file. Generate a real PDF and open it after downloading.

Does this guide establish a 10 MB limit? No. Limits from a different form or system version must not be treated as universal. Use the limit displayed for your own submission.

Will merging guarantee acceptance? No. A readable file is only the technical part of a submission; the institution still determines whether the evidence is sufficient.
